The tuition waivers and residency classifications document contains information on tuition waivers, residency classifications and the Running Start Program that may be applicable to students enrolling in Washington state's community and technical colleges.
Waiver Purpose
Based on rules and policies developed by the State Board, community colleges can charge tuition rates for ungraded courses that differ from standard rates. The State Board has set a rate of $25 per student per quarter for Adult Basic Education, English as a Second Language and GED® preparation courses.

Adult Basic Education, English as a Second Language and GED® Preparation students pay $25 per student per quarter. Colleges may waive the $25 charge for students who are unable to pay. All ungraded course fees are operating fees and are subject to the requirements in RCW 28B.15.031 – "Operating fees"- Defined - Disposition
