The State Board adopts separate tuition schedules for both upper and lower division courses. Tuition rates for upper division courses are higher than lower division rates.

In general, colleges should charge students upper division rates for upper division credits and lower division rates for lower division credits.

For some upper/lower division credit combinations, this general rule results in charging students more than if upper division tuition rates were applied to all credits. In such cases, students should be charged for all upper and lower credits based on the upper division tuition schedule. (See SBCTC Policy Manual 5.80 (2)(b))

Upper and Lower Division Tuition Calculator

While ctcLink can calculate the optimal charge for students taking a combination of upper and lower division courses, the calculator is also provided to assist colleges in making this determination.

  • The calculator now asks whether a college waives all of the Operating Fee Differential for non-resident students.  This waiver can affect the preferred upper/lower division credit combination.
  • The optimal upper/lower division credit combination charges can vary from year to year.
  • As tuition rates change, SBCTC will update the calculator.
